Secretary of State Paulo Alvim is graduated in Civil Engineer at the Federal University of Rio de Janeiro, and has also Master Degree in Information Science, at the University of Brasilia and MBA in Small business administration in Getulio Vargas Foundation.
From 1982 to 1984 he was a project analyst of Finep for the transportation and alternative energy areas. In this period the action are analysis and monitoring RD&I projects by the universities and public and private companies.
From 1985 to 1986, he was a technical analyst at Secretariat of Industrial Technology, at the Ministry of Industry and Commerce, working in the areas of alternative energy and basic industrial technology. In this opportunity I development activities in construction national plans in areas of energy and technologies.
From 1987 to 1989 he was CEBRAE Technician, working in the areas of technological support to small businesses and superintendent in the area of modernization and technical cooperation. The working in CEBRAE was a opportunity to development actions in all states of Brazil.
From 1989 to 1990 he was Assistant General Secretary of the Ministry of Education. I was a expense organizer of the Ministry, the function of controller.
1990 was a FINEP technician, working in the area of support to national consultancy.
From 1990 to 1992 Coordination of technological modernization of the Secretariat of Science and Technology of Federal Government, acting in the areas of technological prospection, quality and industrial technological development . In this situation I participate do construction de 2 national programs : PBQP and PACTI.
1992 was Assistant Secretary of Government of the Governor of DF / GDF. A experience in local government, district government. Opportunity to have experience to contact with all aspects involved with communities, legislative and business and class entities.
1993 was Assistant Secretary of Science, Technology and Environment of the GDF.
From 1994 to 1995 he was President of FAP-DF. Experience to support local RD&I projects.
1995 was a FINEP technician, working in the international technology business area.
From 1996 to 1997 he was Deputy Director of IBICT. IBICT is a national institution to diffusion a science and technological information.
From 1998 to 2000 he was Head of FINEP’s office in Brasilia. Experience to representative Finep in a federal government and entities public and private in area at ST&I.
From 2000 to 2002 he was Director of the Department of Labor Intensive Sectors of the MDIC Production Development Secretariat. Opportunity to construction the Competitiveness Forums in many industrial sectors.
From 2002 to 2019, he was an analyst at Sebrae Nacional, where he served as Technology and Innovation Access Manager, Agribusiness Manager, Market Access Manager, Market Access and Financial Services Manager, CRAB – craftsmanship national reference center, Coordinator, Board Advisor , analyst of the Entrepreneurial Culture Unit, in addition to the participation as Counselor of CDE of Sebrae PA, AC, RO, RJ and MG and as representative of Sebrae in national and international Councils and Forums.
Today I was currently National Secretary of Entrepreneurship and Innovation of the Ministry of Science, Technology and Innovations – MCTI. My action is in innovation entrepreneurship, administration laws to support the business innovation in Brazil, and support technological development in many sectors, with space, ICT, IA, cyber security, aeronautics, energy, biotechnological, and others.
